THE GRAVES COVENANT
The 1933 Graves Covenant is the governing document of the charitable trust for Blacka Moor and Blacka Plantation.
It contains the following key statement,
IT IS HEREBY AGREED AND DECLARED that the Corporation shall stand possessed of the property mentioned in the Schedule herein (which does not include the shooting and sporting rights over the lands edged blue and green on the said plan) for the purpose of the same being used for the recreation of the Public as public walks or pleasure grounds within the meaning of the Public Health Acts or as an open space within the meaning of the Open Spaces Act 1906 and so that the said property may be used for all or any of the purposes for which public walks and pleasure grounds within the meaning of the Public Health Acts or an open space within the meaning of the Open Spaces Act 1906 may be lawfully used under the provisions of the said Acts respectively or any Act or Acts hereafter passed amending or extending the same respectively
THE Corporation with the intent that the covenant hereinafter contained shall be binding on the Corporation or person for the time being entitled to the property mentioned in the Schedule hereto hereby covenant with the Trustees that the said property shall at all times hereafter be preserved as an open space or park
(the reference to shooting rights covered a period of some 20 years following the acquisition of the land during which such rights were maintained and are no longer relevant)
